The Government of Samoa, through the Samoa Bureau of Statistics (SBS), is preparing a Request for Proposals for the supply, installation and provide operational support for the National Digital Identification System (NDIDS). The project is financed by the World Bank (P181456). The Request for Proposals is expected to be issued in November 2026, after the World Bank’s no-objection.
Before it is issued, SBS invites all interested firms to a public online Early Market Engagement session. The session is open to all; registration is only needed to receive the link. The aim is to present the project, the expected scope and the procurement approach, and to hear the views of the market. SBS welcomes systems integrators, identity and biometric technology providers, and Samoan ICT firms and entities that may join a proposal as a partner or subcontractor.
The session will cover: the context; the National Digital Identification Act 2024; the objective of the project; the key principles of the system; the scope of the NDIDS; the scope of the contract; the expected proposal format, joint ventures and local partners; the indicative schedule and key milestones; how to obtain the Request for Proposals and how to submit a proposal; questions.
Once issued, the Request for Proposals will be available free of charge, in English, on the Government of Samoa e-Tendering Portal (https://portal.tenderlink.com/mof_samoa/login), after free registration. Proposals will be submitted electronically through the same portal. Firms and entities are encouraged to register on the portal now.
